ELM is the file extension associated with a website builder called Microsoft FrontPage. EML is a file used to store a theme that can be used in creating and visualizing a website. Such a theme contains references to its files. The most common are image files and CSS style sheets.

FrontPage is a WYSIWYG page editor that was added to older versions of Microsoft Office. It is now replaced with SharePoint Designer.
