ISC file extension is used by Xilinx ISE (Integrated Software Environment), a professional IDE for testing intergated curcuits. Such devices can be programmed adn tested without the need of a full or partial disassembly.

ISC file is used for configuring selected FPGA, CPLD, or PROM devices. Sometimes instead of ISC file a BSDL file is used, especially for boundary scan testing.
