METADATA_NEVER_INDEX is a hidden file used on Mac OS X and macOS systems. METADATA_NEVER_INDEX files are created by Apple computers usually on flash drives, such as USB keys, memory cards, HDD and SSD disks attached to the computer using USB interface.
The goal of METADATA_NEVER_INDEX files is to prevent search tool from indexing folders. The tool used for this purpose is Apple Spotlight. Indexing removable storage devices for faster ans easier access in pointless as such devices aren’t always attached to the computer.
